VISION
The vision of the NCTC Human Services Department is to be at the forefront in advancing excellence in Cosmetology, Esthetics and Barber practices and education. We inspire to train leaders in our industry.
MISSION
The mission of the NCTC Human Services Department is to provide students with a positive learning environment and an enriched pathway to career success in the perpetual evolving fields of Barbering, Cosmetology, and Esthetics. Our instructors are committed to students through offering optimism, inspiration, values, ethical teaching and unique opportunities to serve the public.
CODE OF ETHICS
· The Cosmetology Department Instructors recognize their responsibility to comply with the requirements of all governing laws, rules and regulations as established by NCTC and the Texas Department of Licensing and Regulations.
· We recognize and value our client’s well-being, will serve them respectfully and will
follow guidelines assuring safety and infection control procedures are followed at all times.
- We remain dedicated to providing the highest standards of education and teaching
methods for our students.

STUDENT EXPECTATIONS
The NCTC Cosmetology rules of compliance and behavior are similar to those you will encounter during your career. If we expected anything less than the best from you at all times, we would be avoiding our obligation to prepare you to become a top professional in the beauty industry. As adults, all students are individually and collectively responsible for their behavior and are fully accountable for their actions. Students will place emphasis on developing a sense of responsibility for their education, maintain professional behavior in the classroom, and keeping classroom disruptions to a minimum. Students are required to demonstrate a professional attitude at all times. A lack of knowledge of specific policies will not be an excuse for breaking any NCTC or State of Texas policies or laws.
REGULATING AGENCIES
The NCTC Cosmetology program is regulated and monitored by the Southern Association of Community Colleges and the Texas Department of Licensing & Regulations. State board exams are required prior to TDLR licensing through the PSI Licensure/Certification Company.
OBJECTIVES
Upon the successful completion of a course of study in Cosmetology, the graduate will be able to:
- Competently demonstrate written and practical examinations and will pass the licensing exams on the first attempt.
- Provide safe and appropriate care to clients receiving hair, skin, or nail services.
- Utilize learned processes in planning, establishing, and operating salons and spas.
- Use effective communication skills with clients and co-workers.
- Recognize and practice within the scope of the role and function of a skilled professional.
- Demonstrate proficiency in business and ethical practices.

COURSE COMPLETION INFORMATION
Students are to complete their courses of enrollment based on the following schedules and are required to maintain attendance requirements for courses enrolled in.
Cosmetology
Eight courses and 34 credits are required for a completion certificate from NCTC and are required by TDLR for state licensure. Dual Credit students have eight courses with 34 credit hours required.
Now offering a Cosmetology Associate of Applied Science degree. The degree consists of 60 semester credit hours. 34 hours for the Cosmetology certificate are included in this. 26 hours of other courses are required to complete the degree. We have two tracks available. They are a Cosmetology/Barber track or a Cosmetology Business track.
Esthetics
Seven courses and 24 credits are required for a completion certificate from NCTC and are required by TDLR for state licensure.
Barbering
Three courses and 11 credits are required for the completion of this Occupational Skills Award. A Texas cosmetology operator license is required before testing for the Class-A Barber license.
COURSE COMPETENCIES
The curriculum and minimum technical requirements are outlined in the current TDLR rules and regulations booklet. The North Central Texas College Cosmetology program incorporates skills and competencies mandated by the Texas Higher Education Coordinating Board and reflects knowledge and skill levels required for course completion and licensure in the state of Texas.
Students will take a practical exam of learned skills at the beginning and end of their first semester. The student will have two chances to pass this final test. If students cannot pass this skills exam, they will not be able to continue and will be dismissed from the program. If the student wants to attempt to complete the Cosmetology or Esthetics program again, they must sit out one long semester before returning and re-enrolling in the program.
COURSE REQUIREMENTS
Students desiring a Certificate of Completion from North Central Texas College are required to:
- Meet course requirements as outlined in each course syllabus.
- Meet attendance requirements.
- Acquire a final passing grade of 75% ‘C’ or above in all courses.
- Complete at least 15 SCH from NCTC if transferring from another school.
- Attend and participate in classroom theory and labs on a daily basis.
- Students may choose to withdraw from a course by the official drop date outlined in each course syllabus if there is the possibility of failing. Credit for prior coursework or assignments will not be given when reenrolling in the course. All requirements and assignments must be completed again to pursue a passing grade. No credit hours will be given.
GRADING POLICY
Grades in classroom work are based on numerical averages and corresponding letter grades are assigned, providing all required assignments have been satisfactorily completed. The procedure for computing grades is outlined in each syllabus, which is available at the beginning of each course. Grades for each course are recorded in Canvas and students should always be aware of their grade status.
Students must make a “C” (75) or higher in each course in order to progress within the program. Final grades are posted according to this scale:

If you do not make a 75 or higher for each course enrolled in, you will not receive ANY hours for that course according to TDLR rule 83.72(1). This means you will have to retake the course to obtain a passing grade and receive the hours needed to complete the program.
STUDENT INFORMATION
PUBLISHED MATERIALS
For departmental promotional materials, students may be photographed for brochures, flyers, or newspaper articles. See Student Acceptance of Handbook Policies and Procedures. Students may exclude themselves from having pictures made by submitting a written note for their file.
NETWORK ACCESS
Students accessing NCTC’s internet are subject to Instructor and IT Department monitoring. Students may use personal devices in the classrooms only for completing assignments or with an Instructors approval at other times.

RELATIONSHIP WITH FACULTY POLICY
Instructors are not allowed to accept phone calls or texts from students outside of class unless it pertains to school business. If you must contact an instructor, please use the GroupMe app or the Inbox in your Canvas course and not the instructor’s personal phone number.
Instructors cannot accept “friend” requests on social media until the student graduates.
INCLEMENT WEATHER
NCTC has a notification procedure for those rare occasions when severe weather or an emergency situation might necessitate college-wide cancellations or closings. Students may check the NCTC website for cancellation notices. Students may also sign-up to receive a “Lion Alert” text message or email alert. Weather-related closings may also be found on other local news or radio stations such as KGAF radio (1580AM), KNTX radio (1410AM), KXII (channel 12), WFAA (channel 8), KXAS (channel 5), and KTEN (channel 10).
NOTICE: Use your best judgment. If you feel you are putting yourself at risk by driving to campus – even if classes have not officially been canceled – please stay home. Please note that you will lose time, and it will be reflected in your weekly attendance grade. However, conditions at your location may be significantly different from conditions in Gainesville. A hazardous weather-related tardy will be excused, and you will be able to clock in late IF YOU NOTIFY AN INSTRUCTOR OF YOUR TARDINESS due to weather conditions. A delayed opening posted on the college website due to the weather or other events will be excused and will not count against your attendance grade.
EMERGENCY MANAGEMENT
The Office of Emergency Management (OEM) helps prepare the college community for emergencies through planning, training, and practice. The office is responsible for emergency management, environmental management, and maintaining compliance with state and federal laws regulating emergency management practices.

- Download the Alertus App to your phone. It can be used to report emergencies, anonymous tips of campus hazards and miscellaneous violations (i.e., suspicious persons, unsafe conditions, graffiti, vandalism, active shooter, crime tip, sexual misconduct), medical emergencies, fire, etc.
- NCTC Public Safety: (940) 668-4270 for non-emergency calls. NCTC will provide courtesy services such as escorts to and from buildings and/or cars, getting keys out of the locked car, jumpstart car.
DAILY TIME SCHEDULE
- Students are to arrive at least 10 minutes before the start time of class.
- Students will not be admitted if more than 10 minutes tardy without prior notification and approval from the instructor. Students may not clock in after 7:40:59. If a student does not arrive on time, they will not be allowed to attend classes scheduled that day. This is exempt with a professional (doctor, lawyer, dentist, etc.) note. The note must be in hand when arriving for school.
- Students are expected to stay during the entire class time to ensure hours are met. Students not staying in class will not receive attendance for that day.
- Students must be in classroom or lab by the assigned times or doors will be locked and no late admission will be granted until next class begins.
- Students must be in correct uniform. An instructor will monitor to ensure adherence to the rules. Students will not be allowed to stay if not in proper uniform.
- Students are to notify instructor prior to leaving the building to handle school business, i.e., going to financial aid, counseling, bookstore, library, etc.

LUNCHES AND BREAKS
- A 30-minute lunch will be taken each day.
- The instructor will determine time of lunch according to class schedule. Do not leave until instructor gives permission.
- Students may only take 30 minutes for lunch. It is advised to bring your lunch to school so you do not have to leave. A refrigerator and microwave are provided for your convenience.
- We have two tables with chairs outside behind the building you may use when weather permits. Go out the east door. Patio is located behind the Esthetics lab.
- Breaks are not required by law but are allowed. Students are allowed one 15-minute break in the morning and afternoon according to class schedule and instructor approval. Student must notify instructor if leaving the building for break.
- Students may not take break unless instructor approves.
- Students may not eat in the hallway.
- Students may not eat in the labs, only in the breakroom or classroom (for lunch) when approved by instructor.
- Students may not eat or drink at the instructor’s desks, front desk, or computer tables.
- Break room must be kept in a clean sanitary condition at all times. Clean up after yourself when finished eating. Wash your own dishes and throw away all trash. If dishes are left out and not washed they will be thrown away.
- Dispose of any leftover food by Thursday or it will be thrown away. Any nice dishes or containers left in the refrigerator and not claimed by Thursday end of day will also be thrown away.
- NOTE: There is NOT a disposal in the breakroom sink. Please throw leftover food in the garbage next to sink.
- Covered drinks may be brought into classrooms unless disapproved by the instructor.
ATTENDANCE
First-semester students are REQUIRED to attend school on the first day of class. Only extreme circumstances with prior notification will be considered. All other students are expected to attend on the first day of the semester.
Students are expected to attend all scheduled theory and laboratory classes. Because of the large volume of material covered each day, and because laboratory experiences validate learning objectives, it is extremely important that absences and tardiness be kept to a minimum. Good attendance helps ensure success in the NCTC Cosmetology program.
Students are responsible for all missed announcements and course content. Students are expected to have punctual and regular attendance at NCTC for the purpose of furthering their
Education. Attendance grades will be applied to each course enrolled in.
- Students must meet 80% of their required hours.
- If a student has not met attendance requirements by the withdrawal date they will be advised to withdraw from the class and retake the course the next semester offered with the approval of the instructor and Division Chair and according to availability.
- Students are expected to attend all lecture classes, arrive on time, and remain in class for the entire session. Class roll will be taken at each scheduled class.
- Students must attend school and participate in labs as required per contact hours of each course of enrollment.
- If a student is aware of a pending absence, instructors should be notified ahead of time.
- Students will not be allowed to clock in late unless a prior notification of tardiness is approved by their instructor. Please call or send a text message through the GroupMe app to alert the instructor of impending tardiness. Oversleeping or trains will not be an excused tardy. Weather-related tardiness will be excused if the instructor is notified ahead of time. You may clock in late with a professional note.
- Please note that you may not continuously call in to be late. While we appreciate the effort to let us know you are delayed, it is your responsibility to ensure you have given yourself enough travel time to arrive at school on time. You may not be tardy more than three times per month. After that, you will be written up for each late arrival EVEN IF YOU CALL IN.
- Leaving early will count against time missed and the student will be counted absent for the day.
- 80% of the contact hours must be completed and the overall course grade must be passing to receive credit for each course student is enrolled in.
- Hours will not be reported to TDLR until the course is final and grades have been submitted.
- Students not meeting attendance requirements, adjusting to the program in general, or having multiple behavioral write-ups may be dismissed from the program and not be eligible to re-enroll.
- In the event of an absence, student must contact their Instructor regarding missed tests,
assignments or lectures. It is not the responsibility of the instructor to make sure student gets missed assignments or test notifications. Instructor will not be able to discuss entire lecture due to missed classes.
- Professional notes are required for making up missed tests. Final exams must be taken on the assigned date. No makeup tests will be allowed for finals unless deemed extremely urgent and approved by the Instructor ahead of test time.
- A professional note does not excuse you from class attendance, it only allows you to make up a test or hand in a late assignment.
- Students not passing in attendance or course work may not receive any personal services.
- Students may not receive personal services if they were absent the day prior to wanted service.
DRESS CODE
Students must maintain professional appearances indicative of a student of NCTC Cosmetology and in client service fields of education. Students enrolled in Cosmetology are expected to dress in CLEAN and UNWRINKLED clothing. NCTC Cosmetology reserves the right to maintain an esthetic standard for all students.
The following is required:
- Dress code will consist of solid black scrub top and bottom.
- Students may wear a long-sleeved fitted shirt under their scrub top for warmth. Black or NCTC sweatshirts may be worn in the classroom only. NO HOODIES.
- Scrub top must have the NCTC logo and first name embroidered on it. You
may take it Texas Star Embroidery in Gainesville. The cost is $11.
- If scrub top is too short or pants ride too low you must wear an undershirt to hide skin.
- Athletic rubber sole shoes must be worn. Leather-like is best. Remember you are working
with chemicals that tend to spill or get dropped.
• Students must wear professional smock or apron when at your lab station.
• Jewelry must be professional.
• Piercings in ears are acceptable if professional in appearance. Other exposed piercings/tattoos
• etc. on visible areas of the body will be determined acceptable/unacceptable on a case-by-case basis.
• Students will be required to cover unacceptable tattoos.
• Nails must be manicured and clean.
• Hair must be professional in appearance. Either professionally styled or pulled back.
• Females are encouraged to wear professional make-up. Remember, you are entering the beauty industry and you should want to reflect beauty - not laziness. You should look like you are going to an interview or workplace every day.
• Male students with facial hair are to keep beard and/or mustaches professionally groomed and trimmed.
• Casual days are rewarded occasionally. On these days you may wear jeans. If jeans have rips, frays, or tears student is required to wear tights underneath. No cleavage may be showing at any time or the student will be asked to change or wear a smock. No skin may be showing between tops and bottoms with scrubs or casual wear. No sleeveless tops are ever allowed. No sandals or crocs are ever allowed. In the event students do not follow these rules completely they will not be allowed to clock in. If in doubt whether or not your attire will be approved then DON’T WEAR IT. Always bring a backup.
NCTC STUDENT ID
All Cosmetology students are required to get a student ID card. To get your NCTC student ID card, go to the Business Office. You will need to bring your driver's license or passport.

LAB STATIONS
Specific instructions will be given in each department concerning lab assignments. Students are required to maintain infection control conditions at all times. Random inspections will occur.
- Cosmetology students may have only ONE picture frame on their station if desired. No offensive or provocative pictures may be displayed.
- All stations will be required to have a Hydrocide spray bottle, water spray bottle, and hand sanitizer all labeled to TDLR standards.
- Students will remove all items off station tops and sanitize it before leaving for the day. All items MUST fit inside cabinet or trolley. Nothing is to be left on stations.
- Students will be required to move/share/forfeit a station at the preference of the instructor
and may be required to move stations at least once during the semester. Students may not move their stations without lab floor instructor approval.
- Students may not move to other stations or classrooms to perform client or student services
unless approved by instructor.
- Students may not store or eat food at their stations or the front desk.
- Student stations must be kept neat and clean with extra items stored in lockers or inside
stations. No storage bins may remain on top of stations. Storage towers or crate type containers are not allowed in the department.
- No more than one mannequin may be sitting on station. Extra mannequins must be stored in lockers. You may have two mannequins out if one is processing and you are using the other for practical applications.
- Personal items may be kept in your station drawer (i.e., mints, books, papers, cell phones.) No cosmetology related kit-type items (combs, brushes, clips, capes, etc.) may be stored in the top drawer.
- Tripods not currently being used must be put in case and stored under station behind trolley.
- Bottled water with a lid is allowed if kept inside your station. All drinks must have a covered straw and lid.
KIT and BOOK POLICY
Students are required to provide their own textbooks and equipment necessary to perform basic instructional procedures/services. Kits are required for all courses and are available for purchase from the bookstore. Other items may be required for various services and sanitation purposes during courses of enrollment. If a student does not have the proper tools they will be required to purchase items in a timely manner as outlined by the instructor.
All kit items must be labeled with student’s name, including all mannequins.
If supplies are brought home they must be brought back for next class or lab on campus. If the student has a client but does not have the proper equipment they may be sent home for the day and time will be lost on attendance.
The school or department is not responsible for stolen items. Please keep all items locked up when not in use. This includes evenings. If equipment or supplies are lost, stolen or broken the student is responsible for replacing the items in a timely manner.
Note: Items left in the department must be picked up within 30 days. After 30 days items will become the property of NCTC Cosmetology Department.
LOCKERS
A locker will be provided for students as they become available. All valuables such as cosmetic bags, cell phones and/or purses must be kept in student’s locker or car. Students may decorate the outside of their lockers.
Per TDLR rules, any inspector, as well as NCTC staff, has the right to examine student kits and lockers at any time for any reason. Students are responsible for keeping his/her locker and roll-about locked at all times. Purses too large for the locker are advised to be kept in car, not at your station. NCTC is not responsible for personal items left unattended in classrooms or on lab floors.
When a student completes the program or withdraws from classes, they must empty out their locker on the last day of their attendance. If items are not removed immediately they will become the property of NCTC to either keep for other students or throw away.
SECURITY
NCTC Cosmetology Department will not be responsible for damages or losses of personal property in the department or on the grounds of NCTC due to theft, fire, vandalism, negligence or other personal property damage caused by individuals. The NCTC parking lots have security cameras installed for your protection. The Gainesville campus has a full-time police department on the grounds as well. Campus police phone number is 940-668-4270. Security cameras have been installed throughout the building for monitoring purposes and are reviewed frequently throughout the day.
TESTING INFORMATION
See your course syllabi, Canvas and instructor for information on testing and dates.
SENIOR COSMETOLOGY STUDENTS
- Student state board testing fees are included in tuition. Practical testing fee will be paid upon successful completion of all courses, and; grade and attendance requirements have been met.
- Once student has passed both the written and practical state board exams it is up to the student to pay for their license.
- Students enrolled in CSME 2541 will be scheduled to take the written portion of the PSI test on the same date and time towards the end of the semester once hours are posted with TDLR.
- Students will take the practical portion of their TDLR exam after all courses are complete and requirements have been met.
- Students must pass the state board written exam before becoming eligible to take the practical portion of the exam.
- Students with disabilities may request special accommodations for state board testing. Please advise the instructor if a reader or extra time is needed. Documentation will have to be sent to PSI for approval.
- Students must complete all requirements of NCTC and TDLR prior to graduating.
- Students must complete the course to receive credit. Final hours will not be reported to TDLR until the course is successfully completed at the end of each semester.
- Students are to complete and pass state board exams PRIOR to starting another course of
enrollment in this department.
- CSME2541 State board testing supplies will be included in tuition fees for that course.
COMMENCEMENT POLICY
All students are encouraged to attend their graduation ceremony. It is a time to celebrate your accomplishments with family and friends. Ceremonies take place each May and December. You must apply for graduation by March 15th if you plan to graduate in May of this year.
Students graduating in August attend the commencement ceremony in May.

Note: You may still apply for graduation after the semester deadline has passed. These dates are to guarantee that your name will appear in the program at the graduation ceremony.
Applicants will be charged a graduation fee to cover cost of printing diplomas, cap and gown usage and other expenses involved in processing graduation applications. Degrees are officially conferred when the Registrar’s Office certifies that all requirements have been met, therefore, participation in the graduation ceremony, in itself, does not confer on a student any rights to a degree.
STANDARDS OF CONDUCT
Any student asked to leave campus for disciplinary reasons must leave premises immediately and will result in time lost and may result in student having to drop a course due to attendance.
SPEECH HABITS
Students will be expected to refrain from profanity or crudeness at all times when inside this building whether clocked in or not. Disciplinary actions and/or possible dismissal from the program may result. It is never appropriate to discuss personal situations, drinking, partying, gossip, etc., at any time. Any infraction of this rule will not be allowed or tolerated.
ATTITUDE
· Dissension or bullying among students will not be tolerated. If a student has a complaint against another it will be brought to the attention of the instructor. A conference will be scheduled with all parties involved. If no resolution is made the students and instructor will meet with the Division Chair.
· Student's attitudes regarding the program or with others must be positive. A negative attitude
and/or complaining is not acceptable and will be dealt with immediately. Disciplinary actions and/or possible dismissal from the program will result.
- Students may NEVER disrespect a teacher, staff or other students. Students will be sent home immediately resulting in unexcused time lost and documentation will be put into personal file. This could result in the student being permanently dismissed from the program.
APPEARANCE/HYGIENE
Students should strive at all times to ensure that their clothing, appearance, and hygiene are professional and contribute to a pleasant classroom atmosphere. Each student is expected to practice daily hygiene and grooming practices. Clothing must be clean, pressed, in good condition, and fit appropriately. Hair should be clean and well-groomed. Sideburns, mustaches, and beards should be neatly trimmed.
- Students are expected to be continuously conscious of their appearance. In this profession, you are expected to maintain your appearance and display exceptional hygiene habits.
- Students are required to look and act professionally at all times.
- Students must be in proper attire and arrive with clean hair.
- Please be aware of body odor. Body odor, from any cause, should not create distractions. No student shall have an odor generally offensive to others when reporting to school. An offensive body odor may result from a lack of good hygiene, excessive use of a fragrant aftershave, cologne, or perfume; pet odor; smoking; a medical condition; or a specific diet.
- Students with body odor can cause a disruption in the classroom or lab floor. It causes other students and clients to feel uncomfortable and, in extreme cases, be unable to perform their work.
- Students with offensive body odor will be asked to leave for the remainder of the day.
- Be conscious of bad breath due to food or smoking. You should brush your teeth, use mouthwash and/or mints, and wash your hands after eating or smoke breaks.
- Due to safety and sanitation precautions and because long fingernails hinder the performance of hair, skin, and nail applications, we require nails (natural or artificial) be no longer than ¼” from the free edge.
MISC CLASSROOM/LAB ETIQUETTE
The NCTC Cosmetology faculty is committed to promoting a level of classroom etiquette conducive to effective teaching and learning. The classroom will consist of the lecture room and lab floor.
- Be prepared for class by bringing the appropriate items needed each day, such as, pens, notebooks, workbooks, textbooks, scantrons, etc.
- Attend class each time the class meets.
- It is the student’s responsibility to find out what they missed in class if absent.
- Be on time for class and remain in class the entire period. You are inconsiderate of your classmates and instructor if you arrive late or leave early.
- Students may not eat in the classroom during theory or presentations.
- Be attentive and participate in class. Refrain from talking while the instructor is lecturing. Idle chattering is disruptive to the class and is disrespectful to the instructor and other students.
- Students may not bring non-students to class or lab. This includes children, spouses, parents, boyfriends / girlfriends and friends.
- Family members (including children) are not allowed to hang out at school.
- Cell phones with headphones, IPod, or any electronic device may not be used during class or lab, unless approved by the instructor.
- Students are not allowed to sit in salon chairs during lab hours. They are to be working on homework or completing assignments. Students not staying busy will be asked to leave for the day.
- Lap-top computers and tablets may only be used for note-taking or other instruction-related activities as approved by the individual instructor.
- Music with headphones is allowed, at the instructor’s discretion, during non-instructional lab times. If their music can be heard by others or has inappropriate content, the student will lose their privilege.
- Be attentive, prepared, and participate in class.
- Students must conduct themselves professionally and in a respectful manner.
- Students are not to sit on laps, kiss, hold hands, or inappropriately touch while in the department or on the NCTC grounds.
- There will be zero tolerance for PDA between students.
- Students and clients bringing their own personal hair products into the school must be checked in with the Division Coordinator. Students will not be allowed to take products out of school otherwise.
- Chewing gum in the school is allowed; however, a student will lose their right if smacking or blowing bubbles.
CELL PHONES
- Cell phones may not be used for any purpose while clocked in without consent of instructor. They are not to be seen or heard.
- No earbuds allowed, wired or bluebooth without instructor’s permission.
- If a student is caught with a cell phone in their hand for any reason, including but not limited to, texting or conducting any business on phone without the permission of an instructor, they will clock out for the remainder of the day.
- Phones may be used during scheduled breaks or lunch.
- Phones are NOT allowed at the reception desk, lock-up or dispensary.
- Students wearing Smart-Watches may check watch but are not allowed to text or receive calls during lecture or lab hours.
- In case of emergencies, individuals needing to reach student may call 940-668-4210 anytime.
SMOKING POLICY
· Smoking is ONLY permitted inside personal vehicles while on campus.
- Please be considerate of others and roll your windows down while smoking. Sitting in an unventilated vehicle could cause students to smell like smoke and could disrupt the classroom and lab.
- Students with offensive body odor will be asked to leave for the remainder of the day.
- Be conscious of bad breath due to smoking. You should brush your teeth, use mouthwash and/or mints, and wash your hands after smoke breaks.
- No smoking or use of any tobacco products is permitted when the faculty and/or student is representing the Cosmetology or Esthetics program in community activities or field trips.
PARKING
- All students must have a parking pass for each vehicle driven to school.
- Front-row parking spaces are reserved for NCTC Cosmetology clients, guests, staff, and faculty. Students must park on the second and third rows.
INFECTION CONTROL
- The Texas Department of Licensing and Regulations rules must be followed.
- Each student is responsible for sanitizing and disinfecting all implements and tools following use. This includes color bowls, brushes, nail implements, and brushes, etc.
- Workstations and carts will be inspected at random to ensure adherence to the rules.
- All stations, classrooms, lab areas and break room must be cleaned and signed off by instructor before clocking out.
- Metal implements must be sterilized following sanitization and disinfection procedures. This does not mean left in the dish drainer to dry.
- Students are required to wash their hands prior to returning to class or labs.
- In the event of a blood exposure, the student must stop the procedure, get the Instructor’s attention, and follow guidelines established for a “Blood Spill Clean-Up.”
MUSIC, ETC.
- The music provided by NCTC Cosmetology will be determined by the Instructors.
- Students are not allowed to change music channels without permission of an instructor.
- Music with headphones is allowed, with the instructor’s discretion, during non-instructional lab times. Students may only have one earbud in. If their music can be heard by others or has inappropriate content, the student will lose this privilege.
SOCIAL NETWORKING
If you maintain social networking sites such as Facebook, Twitter, Instagram, Snap Chat, etc., you are responsible for keeping personal sites appropriate.
Students enrolled in courses in the Cosmetology Department are to refrain from posting physical threats, derogatory comments or lewd gestures regarding other students, instructors, faculty, the NCTC administration or the school in general. Students may not post pictures of other students on social media without their approval.
Threats of physical violence are a violation of NCTC board policy FLB-Student Conduct. Violators may be reported to the police. Students found to be in violation of the policy will face disciplinary action.
There are to be no pictures on social websites regarding the school except those approved by an instructor to be put on the NCTC Cosmetology Facebook page. Please do not post pictures while wearing your school uniform that would reflect poorly on the institution. The student’s enrollment will be jeopardized if such comments are documented and brought to the attention of Division Chair. Students will be disciplined, and postings will be documented for their personal file with a possibility of withdrawal.
STUDENT HEALTH
A student’s good health is essential while attending the NCTC Cosmetology programs if he/she is to function properly in a learning environment.
- Students are expected to report any condition and/or medications taken which would affect their performance in clinical practice, or that would be harmful to clients or other students.
- If students have an infectious or contagious condition, they may not return to school until they have been on antibiotics for 24 hours and are no longer running a fever.
- If a student is running a temperature, he or she must leave for the day.
- Students are responsible for all financial obligations incurred because of illness or accidents in the department or on a field trip.
- Pregnant students or students with disabilities are expected to fulfill the same classroom obligations, clinical assignments, and objectives as any other student unless they have documentation from a personal physician and/or Disabilities office at NCTC.
- Any student with any form of communicable disease will not be allowed to attend school until the situation has been resolved.
- Any student known to have lice or bed bugs may not attend school until the parasites are cleared.
- Advise the Division Chair if bed bugs or lice are found at home.
ALCOHOL and CONTROLLED SUBSTANCE ABUSE
Students enrolled in the NCTC Cosmetology or Esthetics programs demonstrating behavior that exposes a client or other persons unnecessarily to risk because of an impaired status due to health, mental illness, alcohol, or chemical dependency will be suspended from the program pending further investigation.
Students suspected to be ‘under the influence’ are subject to evaluation by campus police.
Persons exhibiting evidence of abuse or intoxication are subject to disciplinary action, suspension, or termination.
Behaviors that support the suspicion of alcohol and/or chemical dependency or mental illness include, but are not limited to, the following:
· Inappropriate and/or unprofessional behavior
· Odor of a suspicious nature
· Unkempt appearance
· Inconsistent clinical behavior
· Slurred speech, or speech patterns indicating the interruption of thought processes
· Involvement in an occurrence that requires an incident report
· Erratic attendance or tardiness, unexplained absences
· Verbalizations regarding substances known to be commonly abused
· Undiagnosed skin lesions, broken skin, cuts, or sores
· Changes in penmanship
· Change in productivity
NCTC specifically prohibits the use, possession, sale or distribution of alcoholic beverages and illegal drugs/narcotics/controlled substances on campus. No alcoholic beverages are permitted in the Human Services or Cosmetology Buildings.
Violators are subject to the following action(s):
● Adverse disciplinary action as determined by NCTC within accepted policy.
● Prosecution as provided by state statutes.
The risks of psychological and physiological damage associated with the use of illicit drugs and abuse of alcohol are great and include emotional disorders, impaired learning ability, severe physical pain, permanent brain damage and death. Information and confidential assistance in obtaining counseling, treatment, or rehabilitation is available to all students through the Counseling & Advising email counseling@nctc.edu.
Students with alcohol or drug abuse problems are encouraged to take advantage of this referral service.

Students are not permitted to
● Possess or consume alcohol while under the age of 21, be intoxicated due to alcohol while under the age of 21, or engage in other conduct violating the Student Code of Conduct.
● Drive while under the influence of alcohol or any other drug.
● Possess or use a controlled substance, marijuana, or a prescription drug in a manner prohibited.
● Grow, produce, or distribute a controlled substance, marijuana, or a prescription drug, except as expressly permitted by law and University policy.
Engaging in misconduct can result in a referral to the Dean of Students Office for conduct violations. Students found responsible for the misconduct are assigned sanctions, which can include probation and educational referrals designed to assist and educate students. Serious or repeated misconduct can result in removal from the residence halls, suspension, and expulsion from NCTC.
If a student is withdrawn from the NCTC Cosmetology Program due to mental illness, alcohol, or drug abuse, the student may be required to attend a recommended treatment program before re-entering.
CARES/Behavioral Intervention Team
The NCTC Behavioral Intervention Team or CARES (Campus Assessment Response Evaluation Services) addresses behavior that may be disruptive, harmful, or pose a threat to the health and safety of the NCTC community-such as stalking, harassment, physical or emotional abuse, violent or threatening behavior, or self-harm.
All students have the ability to report concerning behavior that could impact their own safety or the safety of another NCTC student-just complete the CARES Reporting/Referral Form. If any student feels that there is an immediate threat to his or her own safety or welfare (or to another student), please call 911 immediately.

Mental & Physical Health
The Counseling and Advising Office provides the academic advising students need in order to formalize educational and/or vocational objectives, research college majors and transferability of coursework and assist with resolving personal problems which are impacting a student's academic performance.
Personal counseling is available to students through this office on a limited basis with referral to community and private resources when appropriate. However, TimelyCare provides access to free 24/7 mental health and counseling services for all currently enrolled students!

You can also send a nonemergency message to counseling@nctc.edu during NCTC Business hours for questions regarding counseling services and resources.
GENERAL INFORMATION
STUDENT GRIEVANCE POLICY
Grievances, ideally, should be settled between the parties directly involved in the grievance. However, if an agreement acceptable to the two parties is non-existent, then the grievance should follow the appeal process in effect for North Central Texas College. See North Central Texas College Student Handbook> Student Rights and Responsibilities> Student Complaints. A copy of the catalog is available online at www.nctc.edu and in the Dean of Students office. During an appeal, the student may not attend class, and absences will accrue.
STUDENT WITHDRAWAL POLICY
Students may voluntarily withdraw from the Cosmetology program for any reason. Students who voluntarily withdraw and are satisfactorily meeting course objectives must complete the appropriate forms in the registrar’s office to receive a “W.” See final withdrawal dates in the syllabi for each course. Students who do not withdraw prior to the published date but stop attending class will receive a grade of “F.” If a student voluntarily withdraws and requests a second admission, he/she must submit a letter to the Human Services Department that includes reasons for the withdrawal and plans to be successful if readmission is granted. Students who are granted readmission are accepted on a space-available basis.
The faculty reserves the right to request, through the Division Chair at any time, the withdrawal or dismissal of any student whose health, conduct, attendance, personal qualities, and/or scholastic record indicate that it could make it inadvisable for the student to continue with the program. Also, withdrawal from the program may be eminent if the handbook is not adhered to.
A student must retake a course if:
- Student makes a 74.49 or less on a final class grade.
- Student’s attendance is not meeting the requirements to pass.
- A student breaches professional or ethical standards and is withdrawn from the course.
STUDENT REFUND/DROP POLICY
A 100% refund will be given only when a class is canceled by NCTC or if a student completely withdraws before the first class day*. Refunds for a class dropped after the first day* follow the state-approved refund schedule. Please see refund schedules on the NCTC website for information on refunds as well as flex entry classes, summer semesters, and mini-mesters.
Students are responsible for withdrawing themselves before the Last Day to Drop with a “W” if progress in their courses are unsatisfactory by the withdrawal date. Go to myNCTC>Student Services>Advising. The Senior Admin Specialist can help with this if needed.
*First class day is defined as the official start date of the term the class is in. The official start date for each class can be found on the student's schedule next to the course details.
STUDENT BEHAVIOR AND DISMISSAL POLICY
It will be at the discretion of the Faculty to dismiss a student from the program who has shown evidence of inappropriate conduct or behavior while in the classroom or lab area. Failure to comply with any of the policies within this handbook will be grounds for immediate dismissal from school. Inappropriate conduct or behavior includes, but is not limited to, such behaviors as:
- Revealing confidential information
- Cheating, lying, or stealing
- Bullying another student or instructor
- Not following phone policy
- Performing in an unsafe manner
- Any conduct unbecoming a cosmetology or esthetics student that would reflect unfavorably on his/her fellow students, faculty, college, or profession
- Disrespecting any faculty or staff
- Failure to comply with the NCTC smoking policy
- Theft
- Intentional damage to school or private property
- Failure to adjust or adapt to the Cosmetology or Esthetics program in general
- Discourteous to clients, fellow students, staff, or instructors
- Disruption in classes (with gum, talking, whispering, passing notes, making noises), making it difficult for other students to acquire the material presented (as observed by the faculty or reported by a fellow student)
- Use of any form of abusive, obscene, and/or profane language at any time or material of this nature shown to the instructor, client, or fellow student
- Taking extended lunch breaks or eating at lunch or breaks without permission
- Posting on any social media site or making derogatory statements about NCTC, the cosmetology program in general, faculty, clients, or other students
- Leaving lab or classroom area without permission of a faculty member
- Resentful attitude toward school or instructor
- Performing or receiving personal services without the written consent of an instructor
- Attending to personal business (balancing checkbooks, making phone calls, reading nonrelated books or articles for the department, checking social media, etc.) during class time. Please ask to step out for personal business.
- Failure to comply with uniform code
- Being frequently disgruntled and starting trouble and/or gossip
- Inappropriate interaction or behavior with other students, instructors, staff, or clients
Severity of the infraction will be determined by the Instructor and Division Chair, and discipline will be documented and kept in the student’s file. Failure to comply with any of the policies within this handbook could result in immediate dismissal from school.
TESTING INFORMATION - HONESTY POLICY
To ensure quality education and equality for all students, the following special conditions will apply during all testing situations:
The instructor(s) controls the options of seating arrangement, movement, leaving the room, and stopping an exam for violation of the honesty policy.
- Any student observed by the instructor looking at other students’ papers/exams will receive a “0” for the paper/exam.
- All books, papers, notebooks, phones, smart watches, electronics, and other personal belongings will be placed at the front of the classroom or other designated area before entering a testing situation. Must have the approval of the instructor if needed for testing.
- Any test information found on or in the immediate vicinity of the individual during a testing situation will be grounds for termination of the testing. A grade of zero will be recorded and averaged into the final grade.
- Any verbal or nonverbal communication between students during a testing situation will be grounds for termination of the testing. A grade of zero will be recorded and averaged into the final grade. Should a student need to communicate with the instructor, he/she should remain seated and raise his/her hand.
Infractions of the honesty policy will be cause for dismissal from the program. The Cosmetology Program adheres to the North Central Texas College policy with regard to scholastic dishonesty and plagiarism as outlined in the Student Handbook.
When cheating, collusion, or plagiarism has occurred beyond a reasonable doubt, the instructor may give the student an “F” on the particular assignment or course. The instructor shall make a written report of the incident and of the planned action to the Division Chair. The Division Chair shall report the incident and action to the appropriate instructional dean, who shall review the case, notify the student, and, if necessary, take further action. This may involve either probation or suspension of the student or students in question. If such disciplinary action is deemed necessary, the Vice-President of Student Services shall be notified, and the action shall be taken through that office.
MISCELLANEOUS
- The Division Chair and Instructors will give all duties and assignments.
- Instruction will be given in the classroom, lab, or through online instruction.
- Student handbook policies and procedures, course syllabi, or practical application methods not fully understood will be explained to the student at a convenient and appropriate time.
- Students are expected to treat fellow students, instructors, staff, and clients with the utmost respect.
- Division Chair and Instructors have the right to change job duty assignments, station
assignments and locker assignments during the semester due to student interaction with
other students, attendance, withdrawals, or graduations, or as deemed necessary.
- Services on clients will be provided by students with the exception of demonstrations given
by an instructor to enhance the learning environment.
- Students may not mark on or mutilate manikins purchased by the department.
- Students leaving early for the day must notify the instructor.
- Students needing to contact their instructor should do so during the office hours listed in each course syllabus. If you have not received a response within 24 hours, don't hesitate to contact the Division Chair.
NCTC CAMPUS CARRY POLICY
To read all policies concerning campus carry at NCTC, please refer to www.nctc.edu and type “NCTC Campus Carry Policy” in the search bar.
On June 16, 2021, Governor Greg Abbott signed HB 1927, the Firearm Carry Act of 2021 (commonly known as the constitutional carry bill), into law. HB 1927 (commonly known as the constitutional carry bill) will allow legally eligible gun owners 21 years and older to carry their firearms without a Texas License to Carry (“LTC”) beginning September 1, 2021. But before you start carrying your everyday carry (“EDC”) gun openly or concealed without an LTC, there are several things you should know.
WHAT DOES HB 1927 DO?
- Allows law-abiding individuals age 21+ to carry a handgun openly (in a holster) or concealed in non-prohibited places for the protection of themselves and their families — without having first to obtain a License To Carry (“LTC”). Prohibitions on criminals possessing firearms remain in place (e.g., felons, fugitives from justice, individuals committed by the courts for mental illness, illegal aliens, domestic abusers, etc.); increases the penalty for felons in possession of a firearm.
- Misuse of a handgun in a public place remains a criminal act.
WHO CANNOT CARRY A HANDGUN IN A PUBLIC PLACE UNDER HB 1927?
- Persons prohibited from possessing a firearm. 18 U.S.C. 922(g); Texas Penal Code 46.04.
- Persons convicted within the past five years of misdemeanor bodily assault causing injury, deadly conduct, terroristic threat, or disorderly conduct (display or discharge) of a firearm. (Penal Code 22.01(a)(1), 22.05, 22.07, or 42.01(a)(7) or (8).)
- Note: HB 1927 applies equally to Texas residents and out-of-state individuals
WHAT PLACES ARE PROHIBITED UNDER HB 1927?
- If you are on someone else’s property—their property, their rules. Private businesses can prohibit unlicensed carry by giving notice under Penal Code 30.05. The penalty is a Class C misdemeanor and a maximum $200 fine if the individual leaves immediately when told.
- HB 1927 maintains currently prohibited places for persons without an LTC.
- Prohibited places include schools (including college premises), polling places, courts or offices utilized by the court, racetracks, airports past security, bars, sporting events, correctional facilities, civil commitment facilities, hospitals, nursing homes, mental hospitals, amusement parks, and governmental open meetings.
- HB 1927 prohibits the unlicensed carrying in a public place while intoxicated.
- Carry on Federal property is still restricted by federal law; note that it is a federal felony offense to carry onto post office property or military installation.
CONCEALED CARRY
An individual who is a license holder may carry a concealed handgun on or about his or her person on the property of the College District unless such carry is otherwise prohibited by law or this policy. When a license holder is prohibited by law or this policy from carrying a concealed handgun on a portion of College District property, the license holder may, in accordance with section 52.061 of the Texas Labor Code, secure the handgun in a locked privately owned or leased motor vehicle. A license holder who elects to carry a concealed handgun on College District property is responsible for knowing where concealed carry is prohibited, where notice of such prohibition is not required, and for complying with applicable state laws related to the carry of a concealed handgun.
On September 1, you are allowed to carry a handgun without a permit if you are not prohibited from doing so. However, if you plan on carrying a handgun on NCTC, you MUST have an LTC, and the weapon MUST be concealed.
DISPLAY OF HANDGUN
The intentional or knowing display of a handgun by a license holder in the plain view of another person, even if holstered, is strictly prohibited, at all times, on the property of the College District, including on any public driveway, street, sidewalk, walkway, parking lot, parking garage, or other parking areas.
SITE MANAGEMENT CHF WEAPONS (LOCAL) UNLICENSED / OPEN CARRY
The carry of a handgun by an unlicensed person and the open carry of a handgun by all persons, including a license holder, is strictly prohibited, at all times, on the property of the College District, including on any public driveway, street, sidewalk, walkway, parking lot, parking garage, or other parking areas.
INTOXICATION WHILE CARRYING
A license holder may not carry a concealed handgun on College District property while intoxicated. REQUIREMENT TO DISPLAY LICENSE A license holder carrying a concealed handgun on or about his or her person must display his or her driver’s license (or identification certificate issued by the Texas Department of Public Safety) and the license-to-carry when so directed by a College District police officer. Except as required by law, an individual is not required to disclose whether he or she is a license holder in order to participate in a program or receive a service offered by the College District.
DEPARTMENTAL DOCUMENTATION OF NEGATIVE STUDENT BEHAVIOR or PERFORMANCE
LEVEL 1 Verbal Counseling Statement
Instructors will warn student or students ONCE regarding any issue of non-compliance, failure to adjust to the program or adverse behavior as listed in this handbook; or, of another nature (not-listed in this handbook) which is unbecoming of professional behavior and growth. Session will be documented in writing, signed by instructor and placed in student’s file.
LEVEL 2 Written Warning & Counseling Statement
A Level 2 written statement is to identify behavioral incidents regarding any issues, non-compliance, adverse behavior, and/or weaknesses or deficiencies that MUST be corrected. Instructors will document areas of concern and approach for correction or elimination of the problem. Instructor, Division Chair and student will sign this document which will become a part of the student's file. Student is subject to and may receive a Three-day suspension or lose personal services/privileges upon receiving a Level 2 statement.
LEVEL 3 Written Statement of Dismissal from Program
A Level 3 written statement of dismissal is an official notification that the student has demonstrated a severe violation of the guidelines of this handbook or has continuous behavior as addressed in their Level 1 and/or Level 2 statement(s).
A student receiving a Level 3 written statement is dismissed from the program and will be subject to a review of documentations in personal file and will be at risk of non-entry to a course of enrollment in the future. Instructor and student will sign this document which will become a part of the student's permanent file.
Counseling Statements do not have to be issued in numerical sequence. Correct level will be determined according to severity of infraction or violation. A student does not have to have a Level 1 or Level 2 Counseling Statement prior to receiving a Level 3 dismissal.
Statements are cumulative throughout the NCTC Cosmetology program/courses of enrollment and are placed in the student’s file for future reference. Students wishing to contest a dismissal must follow an appeal process as outlined in the college handbook for reinstatement in a program/course.
The policies and procedures in this Handbook have been established to maintain compliance to NCTC and TDLR and for an orderly, professional and educational atmosphere for students in preparation for the workforce.
NCTC POLICY for DISCUSSION FOR COMPLAINT
If the complaint involves a problem with an instructor, the student shall discuss the matter with the instructor before requesting a conference with the Division Chair at Level One. If the complaint involves a grade received, the student shall collect all tests, papers, daily assignments, class notes and other relevant material prior to the conference with the instructor in question.
Level One
A student who has a complaint shall request a conference with the Division Chair, or counselor or Student Services, whichever would be most appropriate for the occasion, who shall schedule and hold a conference with the student.
Level Two
If the outcome of the conference with the Division Chair, Student Services, or counselor is not to the student’s satisfaction, the student has 15 calendar days to request a conference with the appropriate instructional dean, Associate Dean of Student Services, or Vice-President of Student Services, as appropriate, or designee(s), who shall schedule and hold a conference. Prior to or at the conference, the student shall submit a written complaint that includes a statement of the complaint and any evidence in its support, the solution sought, the student’s signature, and the date of the conference with the Division Chair or student services counselor.
Level Three
If the outcome of the conference with the Dean is not to the student’s satisfaction, the student has 15 calendar days to request a conference with the Vice-President of Instruction, who shall schedule and hold a conference. Prior to or at the conference, the student shall submit the written statements required at Level Two and the date of the conference with the Vice-President.
Level Four
If the outcome of the conference with the Vice President of Instruction is not to the student’s satisfaction, the student has 15 calendar days to request a conference with the Chancellor or designee, who shall schedule and hold a conference. Before or at the conference, the student shall submit the written statements required at Level Three and the conference date with the vice-chancellor.
Level Five
If the outcome of the conference with the Chancellor or designee is not to the student’s satisfaction, the student may submit to the Chancellor a written request to place the matter on the Board of Regents meeting agenda.
The Chancellor or designee shall inform the student of the meeting date, time, and place. The Board President shall establish a reasonable time limit for complaint presentations. The Board shall listen to the student’s complaint and take whatever action it deems appropriate.
The Board’s consideration shall be based on the complaint records developed at the administrative reviews, and no new evidence shall be received by the Board. Each side shall be entitled to make oral arguments based on the complaint record within the time restrictions established by the Board.
Closed Meeting
If the complaint involves or relates to a team member, it shall be heard by the Board in a closed meeting unless the team member requests it to be public.
Student Acceptance of Handbook Policies and Procedures
The handbook is subject to additions or changes during the semester and is not an irrevocable contract. Any item not included in this handbook will be addressed on a case-by-case basis. Other information may be found in each course’s syllabi. In the event of changes to this handbook, it will be posted in a visible area during the semester. Students should read the NCTC Student Handbook, found online at www.nctc.edu, for more information on college policies.
It is the student’s responsibility to read and understand the information found in this handbook. Students may ask for clarification on any subject from an instructor.
By signing the agreement:
- The student acknowledges the acceptance of the NCTC Cosmetology Department Student
Handbook and the department policies as stated herein.
· To the best of his/her ability, the student will abide by the college and department policies.
- The student acknowledges North Central Texas College or its Instructors will not be held liable for damages during or after services performed by Cosmetology or Esthetic students or while off-campus, using professional or non-professional products. TDLR does not recognize students as legal practitioners until they are licensed.
- Student releases NCTC and its Instructors from liabilities associated with pictures taken in the department for use in advertising, brochures, or other printing needs for advancement of the courses offered in Cosmetology, Esthetics or Barber programs.
